The Board of Directors comprises one Executive Director and four Non-Executive Directors. The Board meets regularly, at a minimum on a quarterly basis, and retains full oversight and control of ERWAT. It remains accountable to the City of Ekurhuleni (CoE), the majority shareholder with a 97% ownership stake, as well as to ERWAT’s broader stakeholder community.
The Directors collectively carry responsibility for ensuring effective corporate governance, underpinned by clearly defined relationships between the CoE, ERWAT, and other key stakeholders.
As the organisation’s highest governing authority, the Board plays a central role in setting strategic direction and upholding the highest standards of governance, accountability, and organisational performance. In fulfilling its fiduciary and oversight responsibilities, the Board provides guidance across corporate strategy, financial sustainability, risk management, and service delivery excellence.

Ms. Ursula Ntsubane serves as the Chairperson of the ERWAT Board, providing strategic leadership and governance oversight to support the organisation’s mandate in wastewater management. With extensive experience in corporate management and public-sector governance, she is committed to strengthening institutional performance, driving operational excellence, and promoting sustainable water solutions. Her leadership is anchored in accountability, ethical governance, and advancing ERWAT’s contribution to South Africa’s socio-economic and environmental development.
